About one Turlock home in five was built in the 1970s. Another one in five went up in the 1980s. Concrete poured back then has taken forty years of Valley sun, tree roots and vehicle weight. Once the panels have broken up, tear-out and a fresh pour is the answer.
We break out the old driveway, rebuild and compact the base, set rebar and pour new. The same goes for sidewalk and front walk replacement where panels have lifted. The City of Turlock says the property owner is responsible for sidewalk repairs in front of the house. If you want to widen a driveway or add an RV pad, Turlock sets rules for it. The city's code caps the driveway approach at 40 percent of the total lot width. Paving can cover no more than 55 percent of the front yard. Turlock also asks that RVs, boats and trailers sit on a paved surface built for that use.
Turlock kept building through the 1990s and 2000s. Close to one home in five here dates to the years 2000 through 2009. Those years filled in the master planned areas on the north and east side of town. Morgan Ranch, North Turlock, Northeast Turlock and East Tuolumne all came out of that period.
Homes that age are usually sound, so the concrete work is about adding rather than replacing. That often means an extended patio slab off the back of the house. It can also mean a stamped and colored finish on a new patio, walkway or driveway border. We form, pour and finish the whole thing with our own crew, decorative work included.
Sheds, shops, ADUs and additions all start with a slab. Turlock says a shed under 120 square feet with no power or plumbing may not need a building permit. Anything larger goes through the city's Building and Safety Division. Footings and stem walls we pour to the plans your engineer provides.
The USDA soil survey maps most of Turlock as sandy ground. Delhi and Hilmar loamy sands cover much of town, and Dinuba and Hanford sandy loams fill in around them. Most of that soil is rated well drained, and some of it sits over hardpan. Loose sand gets graded and compacted before we pour anything on it.
Turlock is flat, and the city notes that heavy winter rain can leave shallow water standing around town. No part of the city sits in a FEMA 100 year or 500 year flood plain. Several Turlock parks double as storm basins, including Donnelly Park and Christoffersen Park. On flat ground, the slope you build into a patio or driveway is what moves the water off it.
Turlock summers are hot and dry. Heat pulls water out of fresh concrete fast, so a summer pour starts early in the morning. We keep the slab damp or covered while it cures. Winter pours wait out the rain and the cold nights.
Two city offices matter for concrete work in Turlock. The Building and Safety Division, part of Development Services, issues building permits and runs the inspections. The Engineering Division handles encroachment permits for work in the public right of way. That covers the driveway approach, the sidewalk, and the curb and gutter out front.
Whether a patio or a slab needs a building permit depends on the project. Foundations and structural concrete do need one. Check your job with the Building and Safety Division before anything is poured, since city rules change.
